Beginning November 1, 2026, Japan will introduce a new refund-based tax-free shopping process, replacing the current system that allows eligible purchases to be made tax-free at the point of sale.
The change is intended to strengthen the management of tax-free purchases while maintaining the benefits available to international visitors.

Starting November 1, 2026, travelers will instead:
Tax-free purchases will no longer be exempt at the register. Travelers will initially pay the tax-inclusive amount and receive a refund later through the new system.
Items purchased under the tax-free program should remain available for inspection until you leave Japan.
Keeping receipts and related purchase documentation may help ensure a smooth refund process.
Travelers planning significant shopping during their trip should allow sufficient time for departure procedures, particularly during busy travel periods.
Specific procedures may be updated as implementation approaches. Travelers are encouraged to review official guidance before their trip.
Japan remains one of the world's most popular shopping destinations, offering everything from cosmetics and electronics to luxury brands, fashion, and traditional souvenirs. Understanding the new tax-free refund process before you travel can help make your shopping experience smoother and more enjoyable.
